Charles Carroll Colby

 

Colby, Charles Carroll (1827-1907), president of the Privy Council for Canada (1889-91), was born at Derby, Vermont, on December 10, 1827, the son of Moses French Colby, M.D., and came with his parents to Stanstead, Lower Canada, in 1832. He was educated at Dartmouth College, New Hampshire (B.A., 1847), and was called to the bar of Lower Canada in 1855. He began the practice of law at Stanstead; and in 1867 he was elected by Stanstead as a Liberal-Conservative in the Canadian House of Commons. This constituency he represented continuously until 1891. From 1887 to 1889 he was deputy speaker of the House, and from 1889 to 1891 he was president of the Privy Council. He then retired from public life; and he died at Stanstead, Quebec, on January 10, 1907. In 1858 he married Harriet Child, of Waybridge, Vermont ; and by her he had two sons and two daughters. He was the author of a small book entitled Parliamentary government in Canada (Montreal, 1886).
