"It is almost certain that our leaders, so committed to anything connected to the question of education, are first attempting the lay the following four bases:

1. creation of a Ministry of education;
2. uniformity of school books;
3. improvement to the status of teachers;
4. a more equitable sharing in the subsidies distributed to the various institutions in the province."
