William Bacheler Coltman
Coltman, William Bacheler (d. 1826), executive councillor, was a merchant of Quebec who was appointed in 1812 a member of the Executive Council of Lower Canada. In 1816 he was made by Sir John Coape Sherbrooke a commissioner to investigate the disturbabces in the Indian countries; and in 1817 he visited the Red River settlement. His report was printed in a bluebook entitled Papers relating to the Red River Settlement (London, 1819), and has been reprinted in the Collections of the State Historical Society of North Dakota, vol. iv (Fargo, N.
