Born Quebec, Que., March 1, 1856, son of P[hilippe] B[aby] Casgrain, K.C., Member of Parliament, 1872-91, and Mathilde Perrault; grandson of the late Colonel the Hon. C. E. Casgrain, Member of the Legislative Assembly, 1830-34. Educated: Seminary of Quebec. Civil Engineer, Montreal, since 1888; admitted as a Provincial Land Surveyor, 1878; Dominion Land Surveyor, 1881; is also an Ontario and Manitoba Land Surveyor; opposes construction of Hudson Bay Railway; founder and first President, Old Liberal Club; called to the Senate, Jan. 27, 1900; one of the representatives of the Senate, Coronation of King George and Queen Mary, June, 1911; presented to their Majesties, Buckingham Palace, June 27, 1911. Unsuccessful candidate for Montreal Mayoralty, January, 1910; appointed member, Ottawa Improvement Commission, 1902; Assistant Secretary, Canadian Department, Centennial Exposition, Philadelphia, 1877; Governor, Notre-Dame Hospital, Montreal; Author of The Problems of Transportation in Canada, (1910); Honorary Lieutenant-Colonel, 83rd Regiment 1909. Married Ella Cook, daughter of J. W. Cook, M.P., Dundas, Ont., 1885; has four sons and two daughters.
