FRANCOEUR, Hon. Joseph Napoleon, M.P.P., K.C., LL-L., B.S., - of Francoeur & Vien, Advocates, 72½ St. Peter Street, Quebec, Que. Born Cap St. Ignace, Montmagny, Que., Dec. 13, 1881, son of Auguste and Marie Avila (Caron) Francoeur. Educated: Laval Normal School; Quebec Seminary; Laval University. Called to Quebec Bar, 1904; created K.C., 1913; formed present partnership, 1908; unsuccessful candidate to Quebec Legislature for Lotbinière, 1904; elected to Quebec Legislature for Lotbinière, June, 1908; re-elected, 1912; re-elected by acclamation, May, 1916; re-elected by acclamation, June, 1919; re-elected by acclamation, January, 1923 [reelected in 1927, 1931 and 1935; defeated in 1936; elected to the House of Commons for Lotbinière on December 27, 1937; resigned his seat when appointed to the Court of King’s Bench on February 9, 1940. Resigned as judge in 1945. Died on July 25, 1965.] elected Speaker of the Legislative Assembly, December, 1919. [Appointed to the provincial cabinet: as Minister of Labour and Public Works (June 5, 1930 to October 28, 1931), as Minister of Public Works (October 28, 1931 to August 26, 1936); Minister of Labour from December 20, 1935 to March 13, 1936; Minister of Mines from March 13 to August 26, 1936] Clubs: Montreal Reform; Canadian; Garrison; University Club of Montreal.
